The United Kingdom and the United States have agreed to a landmark bilateral deal that will keep no levies on UK drug products going into the American market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has committed to increase expenditure on medicines through the National Health Service (NHS). This commitment guarantees that import taxes on these vital goods will be held at nothing for a period of 36 months.

This deal follows recent warnings to dramatically increase tariffs on branded pharmaceutical imports, with potential rates floated as high as 100%.

"This arrangement between the UK reinforces the worldwide climate for new treatments and introduces long-overdue balance to U.S.–U.K. medicine commerce," a statement said.

Trade Importance

Medicines are one of the UK's biggest export categories to the US, which is easily the largest market for large UK drugmakers.

Statistics show that in the year leading up to the third quarter, the UK sold drugs valued at over eleven billion pounds to the US. This value accounted for nearly one-fifth of total UK exports in that timeframe.

"This deal protects jobs, boosts funding and paves the way for the UK to establish itself as a worldwide center for biotech and pharma," a government official commented.

Detailed British Pledges

The pact involves several key pledges from the British government:

  • Revised Affordability Limit: The UK will lift the price threshold at which it judges new medicines to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a goal to increase overall public funding on drugs from 0.3 percent of the national economy to 0.6 percent over the coming ten years.
  • Payback Limit: The sum manufacturers must refund to the NHS to stay within budget will be limited at 15%. In the past, refunds were more than 20%.

Industry Background

The deal comes amid a protracted row between the pharmaceutical industry and the ministers over drug pricing and regulatory access.

This friction were heightened by arguments that American patients were charged several times more for the equivalent treatments than people in the other developed nations.

In recent months, several large pharmaceutical investments in the UK have been delayed or abandoned, while substantial expansions have been pledged toward US facilities.

One official stated that the NHS had to increase expenditure on drugs, noting that its expenditure on drugs had decreased as a share of its overall budget over the previous ten-year period.
